As state police commissioner Chris Dawson noted in turn, similar measures were introduced after authorities received numerous reports of people filling up shopping carts with unlimited quantities of alcohol. Dawson also said that the decision applied primarily to those who buy a lot more alcohol than they can reasonably consume.
